Brides and Grooms can choose from four different wedding packages starting from modest and efficient options to all-out extravaganzas. It is even possible to hire an entire airplane for the ultimate destination ceremony.

I heard back from Marc at Schiphol Weddings:
The great news is that anyone can have a ceremony and enjoy the services offered.
However, to be officially married the Dutch law requires that bride or groom has Dutch nationality or one of them live in the Netherlands for a specific period per year.
